Carlos died April 9, 2015 at his home. He was born December 19, 1934 in Artesia, New Mexico to Arthur Franklin and Dott (Peppers) Parker. He married Velma "Johnnie" Smalling in Muleshoe, Texas on August 10, 1957.

Carlos moved to Anton from Fritch, Texas in 2006. He worked for the Canadian River Authority. He was a member of the Masonic Lodge and the First Baptist Church in Anton. Carlos was preceded in death by his wife, Johnnie and his parents.

Survivors include, a son, Gene Parker and his wife, Laura of Littlefield, Texas; two daughters, Missy Kulms and her husband, Boyd of Anton, Texas and Paula Williams and her husband, David of Fritch, Texas; three brothers, Jimmy Parker of Des Moines, Iowa, Frank Parker of Muleshoe, Texas and Tom Parker of Hawkins, Texas; twelve grandchildren; and four great-grandchildren.
